Problematic Freeway Locations Outside the Area of Study


The merge of Moanalua Fwy. WB with the Pearl City on-ramp is the cause of much congestion. The empty ramp (middle of photo) connects H-3 (in construction at the time) with H-1 WB. The Pearl City on-ramp could connect with the H-3 ramp instead.
